C++ is a general-purpose programming language based on C, with object-oriented features and specific semantics. PHP is a server-side scripting language that includes HTML, CSS and JavaScript within the same file. Perl is also a server-side scripting language, as well as being one of the oldest languages in continuous use (it was created in 1987).

There is no single web language.
HTML and CSS are markup languages, which means they define the structure of your page. They're not programming languages, as they don't let you do things like add numbers or make decisions in loops.
JavaScript is a scripting language, which means that it's interpreted by a browser when your site loads to make sure everything works properly. It has nothing to do with building websites; JavaScript is used for animation, form validation, etc., but not the actual design of sites themselves (which we'll talk about soon).
PHP is another server-side scripting language that allows users to run commands on their server without having to download anything from the client side (the user's computer) - so if you want any kind of dynamic content on your website that uses data from other sources like databases or APIs then PHP might be useful for you! This makes sense because most Web developers will tell us that PHP stands for "Pretty Happy People"; however there have been some debates about this topic so let's move on...
Python and Ruby are general purpose programming languages—they don't really have anything specific right now except maybe Python being used by Google/YouTube/Dropbox employees who need something fast while Ruby has been popularized by Ruby On Rails (RoR).
